The legal definition of an e-bike varies by state, but in North Carolina, according to the Chapel Hill Police Department, an e-bike is defined as a vehicle that:

• Has pedals
• Goes 20mph or less

If it exceeds 20mph or lacks pedals, it’s considered an e-moto under North Carolina law, requiring a driver’s license to operate.
